Special Beam Cannon is used as a drill, it rotates in a fast circular motion while piercing the opponent, but since it's much more thin than the Kamehameha, it can be dodged, or even blocked, though it will do damage to your hand (probably) while the Kamehameha is a straight up blast, it is just raw blasting power which can overwhelm opponents, making Kamehameha's extremely useful for beam struggles. The problem with the Kamehameha is, since it is focused on launching as much ki as possible, it takes up a lot of Ki, and can leave someone drained afterwards. But remember, the Kamehameha has plot armor. The charging time for the special beam cannon is seen as a weakness that can be exploited, yet the charging time for the Kamehameha is never exploited. Don't forget Goku doesn't get tired out from blasting Kamehameha's since the Saiyan Saga, completely negating it's weakness. They don't really do anything to the Special Beam Cannon, since it's sadly barely used... I don't even think it has hit someone ever since the Raditz saga, but if it did, then let me know, cuz I can't remember everything

And while Goku just learned it on the fly and is very gifted as a combatant (even for a Saiyan), Krillin and Yamcha (not sure about the last one) knew kinda how to use the technique, just didn't master it and necessity gave them a boost. Sometimes peril is a good teacher.
