If you look closely, the sticky grenade is basically a semtex 😂 being shot out (similar to the throwing animation)
Well yeah, because that's what it essentially is. It's shooting a Semtex so why not reuse existing assets

why not just stick with HE? did you cover up a broken weapon? i don't see any of your shots being misses if you didn't change the ammo.
The only real application I found, was to use the sticky on riot shields. It makes taking them down a bit easier. Other than that I don't see a use.

Stone, the Imperium, Victus, and MCPR are one shotters again, with High Velocity ammo. shout me out
Only within their effective damage range. After certain distances they won't.
