Maybe. In xenoverse you do have to fill up one special move slot just to go ssj though. In this one, you can just do that, then gain an entire new move set. Especially with Goku. Goku therefore has moves for days see? Besides, I like starting base with Goku, and working all the way up to ssj3.
That's my 2¢ anyway. Xenoverse is cool though.
