It was implied in the apocalypse of the gods that Zeus chosed the Ragnarok fighters and not the other gods because the outer gods are just too uncontrollable, it's not necessarily because the Ragnarok fighters are "strong"

Him being an immovable object and only listening to himself is acceptable compared to Ra who might even go to the Human roster's rooms and fight them there on out. Also, if Zeus picked the Ragnarok fighters by power, that literally means Bishamonten is more powerful than all of the apocalypse's rosters, which is kinda incomprehensible. Also, Hades wasn't on the original list, and yet we all know he's more powerful than Heracles, Zerofuku who was a stronger form of Bishamonten, Shiva, Thor, etc.
