So the thing about titr is that if you're not going against something that has a speed buff/godlike aim, you can eternal stall out both phase 1 and 2.(try it with a cross chara combo(red knife)) they literally cannot get close to you without tanking a lot of damage and by then your force is back sojust force them back against the other end of the hall(maybe tanking a hit to jump through them) and then repeat
I agree that Reaper needs a buff. I personally think Death Touch should deal more than 50 dmg with 35 decay, especially for a 500 wins character (Just my opinion). Also pretty good video

I think reaper sans needs some kind of buff like let's say his Dodges scale with players or if the combo like dusttrust or dustdust combo it will be more stronger.
In phase 1 sans has 2 bonewalls (BTW you misspelled the first one as bone rush) which have one difference in the name. The moving one has a space the blocking one doesn't still funny he has 2 basically same named attacks

Tears was never reworked as he as the very same he was on launch while reaper was reworked from having his hp to dodges and his moves revamped where rip 300 damage melee
I feel like this is like a btt vs uv ink video. Like uv ink, reaper requires skill to be better and better. Tears will be pretty powerful, but like btt, it will stay the same skill level. So in my opinion, Reaper is better.
