Best to build undersea tunnels for inter-island connections

At gawin dapat 3 o 4 ang ferry/ ro-ro na magbe-byahe from Liloan to Surigao, at dagdagan ang mga facilities ng terminals sa dalawang ports para sa mga biyaherong maistranded dahil masama ang panahon.
