Imo the arbitratior is my weapon of choice over curse, yes it doesn't have neut value, but you can run a 1600 plate tank and run one of the many dps ships that have fitting room for a neut to get under the completely fucked gun system and if they focus you down the damage is already done. Plus it's just a fun solo ship

hell, i literally made a toon to play amarr t2 cruisers... when applied right, curse and pilgrim are DEVASTATING. wormholes are not the same. heavy neut on a curse is just unholly... a full neut+web+drone+cloak on a pilgrim... lol rest in Orphans.

best doctrine i used was arbi and aug with t1 tackle atrons
