Keep in mind wherever you are in the Philippines you don't see a lot of people walking and scrolling on the streets on high noon or from 10am to 3pm everyday of the week because of the heat specially on dry season or summer and even in holidays too. everyone is either inside the house, in malls or hiding under the shade or establishments with AC or Fan.
Go there during night time. There's a lot of people having dinner or walking at festive walk. You could also visit the Brandy museum. The only Brandy museum in the Philippines
K-town comes alive past 5PM. It’s pretty dead in the daytime because of the heat, which you did mention. That “empty space” is office space. Those are just facades but that’s actually one long office building.
The festive walk is not the center of Iloilo City; it's just a small area in one district. Iloilo has seven districts in total. If you want to see a place with more people and heavy traffic, that's in the old downtown area, as it is the actual city center. From what I observed, he visited a day after New Year when most people and students had already gone back to their provinces for vacation. I also noticed that the S&R was almost empty with no cars, as it was closed for the New Year. So if you plan to visit during the New Year, January 1 expect that many business establishments will be closed as people take a break for the holiday, and there are no offices or classes.
Try the Riverwalk of Iloilo City. If you like islands' adventure and have a couple of days try north of the Iloilo Province , Higante islands the place to go, it offers white beaches, sandbar, cave, and secret lagoon, kind of mini El Nido.
I saw some foreign vlogger in Thailand renting a motorcycle, but when they returned the bike, the owner complained that there are scratches and demanded that they pay the damages. And the bad thing is they gave their passport to the bike owner, so they have no choice but to pay. Hope there are no cases like that in PH.
Stop giving a negative comment about the city. The city mayor might declare you a " Persona Non Grata ". Most foreign tourists like to travel in uncrowded places. Haven't you understand the good comments of the vlogger about the city?

You go to Iloilo city during Dinagyang and that city will be packed with people
It's normal people don't go out that much after holiday. You better come back on the last week of January coz that was Dinagyang festival.
I would also recommend🎉❤😊🎉

I grew up in Iloilo. It's fun there. It's much nicer now.
Boring ang Iloilo City sa taong gaya mo na mahilig sa SEX TOURISM
It’s boring for people who wants a red light district like other cities 😂
This person wants chaos and traffic. He doesn't want a relaxing clean place😁☺️
