As a track runner I'd say the skips performed in the video is demonstrated with poor form. Your head should not look down but rather be lifted. Your feet should land below the center of mass to allow more force to be exerted into the ground. The arms should also be more active during the movement.
My daughter is 4 and i am fed up! She wont stop running and is very fast compared to her peers so might as well start her training and worse case she will start fitness and good health early

If hes that young just take him for walks to park and play. Go for runs yourself. If he sees you do it often then he will want to do it.
