    I have the same radio with a 75ft 'random' wire on a 1:9 balun (transformer) and a 17ft counterpoise.
    The ft-991A internal tuner will tune that down to 1:1 or 1.5:1 on ALL HF bands.
    However, I have found that there is a commonly reported strange grounding issue that can cause the internal tuner to fail to get a match. When this happens all I have to do is grip the case from the right side with my right hand and squeeze the bottom panel upward whilst also initiating the tune - then it works every time.
    I observed that even with your external Ant. tuner you still had 3+:1 - I would not transmit at 99W with SWR that high, you will be online looking for replacement final output transistors soon thereafter.

    Your SWR is about 4:1 on peaks.

    4:1 Balun is for balanced line (balanced to unbalanced) - like a doublet fed for ladder line. You should be using a 9:1 unun (unbalanced to unbalanced)
