Man, I love AP Kog'maw. If he ever gets changed, I hope they keep him as AP. As far as I'm concerned, he's an AP champ. Literally all of his abilities scale and perform better with AP than they do AD.
He should be an AP Marksmen the same way that Teemo is. Building Nashor to exploit the damage of his W.

18:20 Don't mind Pekin. For his playstyle he doesn't need ability haste but it can be good especially in scrappy comps. Until you really know your limits on kog having CDR is good. Even when you know your limits the CDR and damage amp is nice.

AD Kog with Lulu sup is good, because Kog can use his W to kite effectively with the added range and percent HP.

Ad kog is more on hit kogmaw because of his range and attack speed.
His W deals so much that stacking tons of onhit makes him deadly that way too.
That's why I think Kogmaw would be better off split into 2 champions, one attack speed focused and the other caster focused.

As a Kog/Morg mid main, try RoA into malig build. It's insane damage still, but you get mana, sustain and aren't nearly as squishy anymore. Rylais is good too, of course.

I also tend to go 2 points e 1 Q before I get W in ranged matchups because of the passive attack speed and the fact that at most you usually only get 2 or 3 autos with the W. Depends on the matchups though.

Imo it's a pick that lives or dies by your mastery of lane fundamentals. It's a very punishing pick because Kog'Maw is so vulnerable to ganks at the smallest over-extend.
Pekin makes it look easy because he has a godly ability to sense danger through his experience. If you have good fundamentals, ap Kog'Maw is a pick that can both punish in lane and carry the mid/late.
