I have another strategy to steal a tank. I pick Franklin to take Chop to the base and I aim a soldier from far distance for Chop will attack a soldier, what makes other soldier to attack Chop back, include a tank even attack Chop after he killed a soldier into the base. After Franklin whistles Chop back, the tank is also coming to the exit of the base, and then I can enter with Franklin into the tank :)
