From what I can gather the Harley shop is putting up the land and will charge Overton rent, Overton is putting up the money to develop and launch the restaurant and Paul Sr. is being paid to license the OCC brand. They appear to be gambling on this location in Florida in attracting more tourists (Bike Week and Disneyworld) than they did in Newburgh NY which was not ideal for people into the biker lifestyle, especially after the show went off the air. It looks Overton is pushing this hard with the intention of making his money off the deal fast. If the whole OCC revival fades, after a few years his plan is to probably kick Paul Sr. to the curb and replace it with some other concept.
