I believe this is (also) called turkey stitch.

Hello Helena, the look of fluffy flowers(2nd look) are just like what we get from turkey work. I just cut the loops out and got the look. (Same as what we do in turkey work)
For the loopy flowers I used the smyrna stitch where we start inserting the needle from the bottom of the fabric. (And for the turkey work stitch we start insering the needle from the top of the fabric.) ♥️
