You can get Tier 1 Water Purifiers, crafted on Person. There are two variants, 1.) Captures Rain water and purifies it and 2.) to be placed in water like lakes, rivers and caves water.

The Deer is level 86 your tiny wooden bow and stone arrow will do nothing, at least use a Javelin with stealth mods you may kill it one shot. :)
