You need the Tech boat. To get the tech boat you need to catch "Abbysal" (Huge fish) and "Phase" (Small fish). The Tech boat will be unlocked, and it will cost $5,000,000.
In the video, I forgot to mention that for Trick and Treat to appear, you need a Halloween night in the game.
You can change the computer date to 31 october
