Combine are far more powerful than the UNSC as evidence for their dimensional travelling and ability to be a universal expansive empire. Meaning all the forces you see here are not the actual Combine forces.
@TheFandrian, semi correct. Yes, civil protection officers are humans, But not really recruits. They are just humans who basically volunteered to join the Universal Union. To then become a civil protection officer, aka recruit. Then be a ground unit. This is not really fair for the Universal Union though. As the civil protection officers has fairly light armor. Carrying a Kevlar vest, cheap filter, etc.
And armed with human weapons, like USPs, MP7s, etc. And also carry Stun batons. Not much diversity of weapons.
And they only have basic training, also. I know basically nothing of the UNSC. But am sure that the UNSC has better equipment, and training.
Basically, metro police or civil protection officers kinda suck. Though I think once you reach 04 ground unit you get brainwashing. Well, not to much, but some. But I doubt that will help much, expect for some morale. As the brainwashing makes you have less chances of defecting. But then you would be assigned for temporarily off world or permeant off world assignments. So the metro police or civil protection officers will route. But they prob will.
But all you really gotta know is UNSC has better equipment, armor, and training. Which I should be correct about that, even though I don't know about this lore.

On the first round you give UNSC a burst fire rifle and MetroPolice a pistol? That's just stupid! And the fight is not fair beacuse Metro police have smgs , electric batons and pistols while UNSC have assalut rifles! So UNSC is a lot more powerful than metropolice... I hope you understand that this fight is not fair at all...
I gave them the weapons that they would have in combat situations .

This fight would be slightly different if you could allow the unsc to use grenades because it's a abit one sided as far as equipment goes.
