They were put in Al-Harra and when they asked for water, no water was given to them."

Cleanliness and hygiene is clearly written in Quran not this. But there's a hadith which says about drinking of camel milk and camel urine. And not all hadiths are authentic.
“Cleanse yourselves from urine. For, most punishment of the grave is due to [carelessness in this regard].”
This is a clear authentic hadeeth with more relevance.
If one hadeeth contradicts the other then the one with more authenticity is taken. The importance of hygiene and cleanliness is repeated multiple times in QURAN and SAHIH HADEETH. Whereas the mention of this hadeeth is only one.
Imam Abu Dawood (may Allah be pleased with him) a renown scholar of Islam and collector of hadeeth (Hadeeth Abu Dawood) had also said regarding the hadeeth of camel urine that it is not correct. The words "their urine" occur only in the version reported by Anas and transmitted only by the people of Basrah.

This one hadith says, when a particular group of people came to prophet Muhammad (pbuh) saying that the climate didn't suit them. So prophet pbuh directed them to a shepherd and said them to drink camel milk and camel urine from the camels of that shepherd. That group had later recovered but turned away from Islam and killed that shepherd taking away his cattle. Later prophet Muhammad pbuh ordered punishment to that group.
Moreover it was said to a specific group of people for a specific reason at a specific time. Not in general, as having it in your breakfast everyday as your cold beverage substitute.
In Islam there is a clear and bold statement, “EVERYTHING WAS HALAL UNTIL PROVEN HARAM”
Since it's been clear that urine and dung of any animal is filth. Hence no need to be high on its piss.
Also, "Indian Islamic scholar Mohammad Najeeb Qasmi notes various theories proposed by Hanafi and Shaafi’e scholars for a canonical understanding of the implications. This book refers to topical application of milch camel urine as the actual word of the saying has the word Azmadu which means to apply a layer of something."
Islam is a religion based on facts and practicality. Superstitious and illogical behaviour is highly condemned in the practice of Islam. And fabricating the principles of Islam and teachings of prophet Muhammad pbuh are major sin.

the camel urine was prescribed as medicine to some travelers to heal their certain health condition and it worked for them. in islam, it is permitted to have even haram things if it is the only option that can save one's life.
