She is a dark sorceress, so she can have such super human speed and strength, but, as for her being that strict, its not completely canon. In Symposium of Post-Mysticism, its revealed that many of the youkai members of Myouren Temple dont follow some, if any, of the Buddhist precepts they're supposed to. So shes not very enforcing.
