    This is unbelievable! How can a government department not know who made such a big decision? At least these people appear to be telling the truth. I'm not an attorney but it seems to me something criminal has happened and needs to investiged as a crime

    Just a little insight for those who have never worked with government purchases. Typically for projects like this an RFP (request for proposal) would be created by a committee. This RFP would include details like, what is the project, what are the end goals, what is the timeline, what is the approved maximum budget (if one exists), and what the evaluation criteria are. The evaluation criteria should be what they are looking at in this case as it will outline exactly how the vendor was chosen to provide the deliverables of the RFP. This typically includes a set of criteria with points and percentages assigned to them. For example, price may be worth 10 points and be up to 40% of the evaluation, Warranty could be worth 5 points and up to 20% of the evaluation, Specific products could be worth some number of points and up to 30% of the evaluation, and another aspect could be worth some points and up to 10% of the evaluation. The total evaluation equals 100%. Once the RFP is sent to the public market, vendors bid on the RFP and after the submission deadline the committee takes all of the submissions and each evaluates them based on the evaluation criteria. In my example of price being worth 10 points, typically the best price would get the full 10 points and would be awarded the full 40%. Then for example say there is no warranty for that vendor, the warranty would get 0 points and 0%. The remaining criteria would be calculated based on the evaluations and you would end up with the total evaluation for that vendor from that committee member. You would then take all of the committee members evaluations and average out the totals and you would end up with a winner. Garnett keeps asking "Who chose" to hire this company. The truth that seems to be missed is that typically no one person does. Math does. A company bids on the RFP (here: canadabuys.canada.ca) and a winner is calculated based on the evaluation criteria from the committee.
    Now, that is IF an RFP or similar was issued for this project. It's very possible that this didn't go to public tender and was just picked by someone, in which case, I'm sure Garnett will get to the bottom of!

      @@rhetorical1488 That's a valid thought. Though whoever came up with the idea to do the app is not likely the one that assigned the committee. They would have been on the committee for sure, but their department director or manager would have been the one to create the committee. And that manager would have no control over the outcome of the winner as they would not be part of the committee. Provided all the rules were followed. I'm very interested to see how this unfolds and where Garnett is lead to in the investigation.

      It appears, from listening to some of the full interviews that the Federal government has two methods of contracting to the private sector. One method is the RFP process that is very common which has the scoring process that you outlined. The second process used by the Federal government is a Task Authorization contract that is given to a select group of qualified contractors. For ArriveCan two groups appeared to selected by a committee, GC Strategies and Deloitte and the successful group would be just given the ArriveCan contract. An evaluation report was prepared for both groups and MacDonald's recommendation was Deloitte. The CIO got both reports and tossed out Deloitte because some one higher up said Deloitte was on a "time out" due to problems with another project. If Deloitte was in a "time out" then why were they even considered by the first committee?

      I’ve bid on government rfps. They are built for a certain company in mind in the cases I have seen for my line of work (aerial surveying). They put specific details in the rfps that basically eliminate all companies except for one. At least in my experience with rfps they can make them so they appoint a company they already have in mind to get the bid. It can be certain equipment, or expertise that would be impossible to obtain unless you are the company they want to hire and already have these credentials.

      Under the FAA the signatory for the value of invoices would be limited by their signing authority and level. The signatory signs for Value for Money for the government of Canada. How is 15% fee for a 2 person company making in excess of $7,000,000 for 2 months a value for money?

    These two appear to be in the management and implication of the technology. Whenever there was a question of why there is a common practice of a contract then that was passed onto a subcontractor, then a sub-subcontractor who knows how many times, they answered with it was not my job. Do the government even know who is actually doing the work and who has the security clearance for the information? And each subcontractor and sub-subcontractor adding their 20% commission for doing nothing. Having access to sensitive private government information appears to be an easy process as all a person needs to be is a sub-subcontractor as they are the ones who actually do the work and access the information. It would be good to see the name of the people who really did the coding for ArriveCan and see if they have security clearance.
    These two witnesses should have been asked why ArriveCan had so many problems. It appeared ArriveCan was never beta test and went directly into production. Who made that decision? If all the IT work is being done by subcontractors and sub-subcontractors the why do we need IT people like these two witnesses and their staff and team of people in government?

    Key point of fact happens in the last 30 sec.... Deloite is in the "penalty box" and that this fact came from higher....with no explanation.
    That is EXACTLY HOW interference and criminality happens. Someone wanted the cash funnelled their way and pushed out any competition. Investigate this and put in criminal intent.
