- During #ArriveScam hearings, senior public servant accuses top brass at CBSA of lying to committee to cover for those responsible.
Decision on giving the ArriveCan contract to GC Strategies was apparently influenced "from above".
$54 million was spent on ArriveCan, and the RCMP are now investigating government contracting.

If nobody goes to jail for all this there is something very wrong.
And they won't.
@@Link_2099 unfortunately, I know...
Kind of like how no one has gone to prison for their role in the residential school system?

Who should our inept and incompetent government arrest first? Presuming they're still alive of course. If not do you want us to dig them up and put their corpse on trial?
Kudos to you and the rest for taking this on and exposing the truth
You can tell when any agent of the crown is lying by how their lips move and noise comes out.
Great job Garnett! Thank you!
I don't like how they have time limits on getting to the truth, it seems odd to stop someone testifying b/c of time limits.
I know, right?!?!?!
It's actually called a "Cliff Hanger". Stay tuned to the next Episode of Corruption in The Ottawa Swamp. lol
It seems it's done purposely to protect politicians when they're lying
Keep after them Garnett! It is appalling how this government operates (if you can call it that) and wastes our money!
Its theft not waste
Our wealth has been stolen
@@twinsprings24 could it have been done without the help of banks?
@@bradmettler4566 Agreed!
All the liars should be expelled from cabinet time to clean up
How about they should be forced to track the money down, or face prison.
There wouldn't be much left except the janitor maybe😂
All those people in Jail....how silly of them to commit crimes without being a politician, don't they know that becoming a politician is the best way to never face any consequences for being a corrupt asshole?
WE waiting and watching.,?’…..!!!
Nobody accountable…..
Well, WE was one of the scandals, the list is growing.
Garnett and Brock deserve a raise for their excellent performance
"Can you clarify what you mean by the order came from above???"
Sly cut off: "Sorry that's our time up".
*C O R R U P T I O N*
Garnet is a genius getting past these professional liars
Thank you mr genuis❤❤
Thank you for exposing the truth something that’s rare these days
and NO ONE is going to be accountable any ways. I know how Canada works.
Never used to be like this.
Just like the United States and everywhere else.
reminds me of when corrupted get caught doing something(s) they were not supposed to do and so they say to the public
we did a full internal investigaton and found we done nothing wrong 😂😂😂😂
This is unbelievable! How can a government department not know who made such a big decision? At least these people appear to be telling the truth. I'm not an attorney but it seems to me something criminal has happened and needs to investiged as a crime
Because it's a government department. SNAFU.
Truth, o the good truth, comes out slowly, but when the truth does come, o boy, watch out
These hearings just got interesting!
This is better than reality shows. I can't wait to see more.
The amazing thing is they do it and stomp their feet when confronted, lying that is
Stomp to prison
Just a little insight for those who have never worked with government purchases. Typically for projects like this an RFP (request for proposal) would be created by a committee. This RFP would include details like, what is the project, what are the end goals, what is the timeline, what is the approved maximum budget (if one exists), and what the evaluation criteria are. The evaluation criteria should be what they are looking at in this case as it will outline exactly how the vendor was chosen to provide the deliverables of the RFP. This typically includes a set of criteria with points and percentages assigned to them. For example, price may be worth 10 points and be up to 40% of the evaluation, Warranty could be worth 5 points and up to 20% of the evaluation, Specific products could be worth some number of points and up to 30% of the evaluation, and another aspect could be worth some points and up to 10% of the evaluation. The total evaluation equals 100%. Once the RFP is sent to the public market, vendors bid on the RFP and after the submission deadline the committee takes all of the submissions and each evaluates them based on the evaluation criteria. In my example of price being worth 10 points, typically the best price would get the full 10 points and would be awarded the full 40%. Then for example say there is no warranty for that vendor, the warranty would get 0 points and 0%. The remaining criteria would be calculated based on the evaluations and you would end up with the total evaluation for that vendor from that committee member. You would then take all of the committee members evaluations and average out the totals and you would end up with a winner. Garnett keeps asking "Who chose" to hire this company. The truth that seems to be missed is that typically no one person does. Math does. A company bids on the RFP (here: canadabuys.canada.ca) and a winner is calculated based on the evaluation criteria from the committee.
Now, that is IF an RFP or similar was issued for this project. It's very possible that this didn't go to public tender and was just picked by someone, in which case, I'm sure Garnett will get to the bottom of!
you forget someone gets to choose who sits on those committees.
@@rhetorical1488 That's a valid thought. Though whoever came up with the idea to do the app is not likely the one that assigned the committee. They would have been on the committee for sure, but their department director or manager would have been the one to create the committee. And that manager would have no control over the outcome of the winner as they would not be part of the committee. Provided all the rules were followed. I'm very interested to see how this unfolds and where Garnett is lead to in the investigation.
It appears, from listening to some of the full interviews that the Federal government has two methods of contracting to the private sector. One method is the RFP process that is very common which has the scoring process that you outlined. The second process used by the Federal government is a Task Authorization contract that is given to a select group of qualified contractors. For ArriveCan two groups appeared to selected by a committee, GC Strategies and Deloitte and the successful group would be just given the ArriveCan contract. An evaluation report was prepared for both groups and MacDonald's recommendation was Deloitte. The CIO got both reports and tossed out Deloitte because some one higher up said Deloitte was on a "time out" due to problems with another project. If Deloitte was in a "time out" then why were they even considered by the first committee?
I’ve bid on government rfps. They are built for a certain company in mind in the cases I have seen for my line of work (aerial surveying). They put specific details in the rfps that basically eliminate all companies except for one. At least in my experience with rfps they can make them so they appoint a company they already have in mind to get the bid. It can be certain equipment, or expertise that would be impossible to obtain unless you are the company they want to hire and already have these credentials.
Under the FAA the signatory for the value of invoices would be limited by their signing authority and level. The signatory signs for Value for Money for the government of Canada. How is 15% fee for a 2 person company making in excess of $7,000,000 for 2 months a value for money?
Short list.. how many government workers are not also "moonlighting" as lawyers and/or judges?
Thank you for do the work to weed out the corruption! Please keep at it !
Good job Mr Genuis👍
Keep up the great work Garnett
GC Strategies and principals must NEVER, NEVER get another federal government contract.
Well done Garnett, keeping the pressure on.
Can you clarify who that was? NOPE thats time, sorry
Prison for thieves.
Yes please trust the idiots who sign checks for millions without knowing what they sign for or care to citizen
Came from "above"?! Who would that be satan trudeau himself? Otherwise... who is above him.
Hired GC Strategies because they agreed to pay kickbacks 😮
Keep your questions simple and straightforward. Lose all the excess verbiage.
Ultimately this will be a wadte of time and all these suits will get a nice paycheck for showing up and lying.
Busted. Fedgov is run by Tony Soprano ... and friends.
Politics, behind the veil, is ruthless. Unravel that treacherous web!
Roughly 60 hours to go until Mr. MacDonald provides his "list of liars"
He asked for 72 hours... BRING IT!
Someone should be going to jail
Cameron guy is strange..he's so full of himself and how wonderful he is. That's a red flag. Sickening. I'm sure he was going to cry at times.
Nodding of heads is not a recordable response.
Money laundering at it's finest.
Full criminal investigation and prosecution the amount of money is insane. Why is it they never payback? This show is a joke, should be RCPM investigation and prison time.
I don’t care what party is forcing the truth to the light as long as it’s revealed. That you Garnett.

Waste of time and money. The money is gone , it's not coming back, if someone do get fired, they will be employed elsewhere by the system
Lol a politician lying? No way!?!?! 😂
Good work guys
How many millions were laundered.
Ontario and New Brunswick should put cameras on their borders and charge out of province vehicles an emissions tax 🧐
Government .... lieing ...NO WAY 😂... NEVER...
This is crazy
Oh my. Government officials don't lie do they.
At the very least should be aloud to answer.
These two appear to be in the management and implication of the technology. Whenever there was a question of why there is a common practice of a contract then that was passed onto a subcontractor, then a sub-subcontractor who knows how many times, they answered with it was not my job. Do the government even know who is actually doing the work and who has the security clearance for the information? And each subcontractor and sub-subcontractor adding their 20% commission for doing nothing. Having access to sensitive private government information appears to be an easy process as all a person needs to be is a sub-subcontractor as they are the ones who actually do the work and access the information. It would be good to see the name of the people who really did the coding for ArriveCan and see if they have security clearance.
These two witnesses should have been asked why ArriveCan had so many problems. It appeared ArriveCan was never beta test and went directly into production. Who made that decision? If all the IT work is being done by subcontractors and sub-subcontractors the why do we need IT people like these two witnesses and their staff and team of people in government?
Sure is easy to see who is being honest when they give a fulsome robust answer to questions.
Key point of fact happens in the last 30 sec.... Deloite is in the "penalty box" and that this fact came from higher....with no explanation.
That is EXACTLY HOW interference and criminality happens. Someone wanted the cash funnelled their way and pushed out any competition. Investigate this and put in criminal intent.
How can you tell when ANY politician or corporate executive is lying? They are breathing.
Get our money back please 🙏
This is as the sunrise and sunset....
This is BS ,out of time my ass .There should be no time limits when it comes to the truth of the matter.
Are you forgetting who makes the rules?
Thank you for keeping the pressure on!
Thank you for your (& all who work with you) work in this _and_ for posting this. Watch the recordings/broadcasts out of Ottawa on a regular basis, but most dont have the time nor the will -- these snap shots (snaps shots though they are) do a lot
You are doing such great work! Respect from BC!

Jesus guys, what's the delegation of authority and whose signature is on the approval ?????

Garnett you have a tough job to get the Liberal to tell you truth
Go get them Garnett and please don't let them get away with selling our info to the WEF
Lying is the job description of a politician. This will never change. Watch your back.
When justice is not just, what kind of society do we have? Is this integrity? Is this misrepresentation? What happens when justice is compromised? When those who are in power can not be trusted, what kind of leadership do we have? What is truth?
Minh Doan eliminated four years of his emails.
Great work fella!

Never paying taxes again. Pay cash. Barter.this cou try is not worth it
I’ve been doing that since the lockdowns
Why cant we just put them on oath and a lie detector
What is with the time restrictions? Time shouldn’t be a factor when you’re trying to get to the truth.
This level of incompetence would be unacceptable in literally any other profession. Get these goofs out of office.
they must be punished or it will always happen
If GC strategies was a cut out for a foreign intel agency who tracked and traced a witness for cash does that bring the house in to disrepute?
please get Alberta out as the east will always vote for incompetent Liberals.
Hmmmmm Head on a Plate….hmmmmm justice served surely!
I believe this guy he looks actually scared I think he's telling the truth
Shocker
just as the juicy question was asked, it was times up ...
Its all a game buddy.
getting steamy......
No sh!t ! Lets get to the very bottom of this!
Dear Canada, I love you all, please please take a moment from all the distractions and wake up to the level of corruption currently in our Goverment. I never thought I’d see what we see today in Canada today. Wow.
GOOD STUFF!
Where the f did the money go check accounts of people in charge case done geee
The integrity of the federal government is unbelievable, if most people acted this way at their work they would be pounding the pavement, the feds usually give themselves a promotion and move on.
Another crook.
It came down from above. What is the furthest above you can get? The Prime Minister's office.
Wow!!! 😊
The only way a Country can move forward, is when there people tell the TRUTH. THE TRUTH, IS THE TRUTH. Nothing but the TRUTH.
Assets Acounts bonds and holdings.. $ money has too be somewhere.. 🍎s
Even can't catch most of them lying, one can be sure they didn't tell/want to tell the
truth. Which is obstruct justice which has the same result of lying.
Chinese Theatre. The issue should be the nonsensical reason it was even set up....
It's a banana republic, Trudeau is King.
Close. Very close. Sometimes I wonder if I'm watching feeds from the US.
Banana republics don’t have kings by virtue of the fact they are republics. They usually have a dictator “president”.
Eventually someone gonna pop off
