The Pacific player was challenging the Valour player in a reckless manner. The LOTG tell us it is punishable by a YC. Therefore, a second YC is a dismissal. There is no where in the Laws which deal with accidental contact, as you have described. Please review the LOTG before making a comment about the officials. They are actually quite smart with the application.

It doesn't matter if its too dangerous you are off as far as I know thats how it works.
