  • The seventh National Security Symposium (NSS) has concluded in Rwanda with renowned Pan-African lawyer, Professor P. L Otieno Lumumba challenging African countries to stop coping western forms of governance, democracy and justice.
In his view Prof. Lumumba suggested if Africans chose their own concepts of democracy, this would cut back on the western influence and dictation of what and how Africans should run their business.
Lumumba said that coming up with African driven ideas such as Rwanda’s Gacaca judicial system, as an example of homegrown solution to adopt in governance and as a model for dispute resolution in post conflict countries.
Gacaca are Rwandan traditional community courts at grassroots where the citizens directly tried local cases in the community.
The Gacaca system was introduced in 2001 as mode of a trying bulk of Genocide cases in the aftermath of 1994 genocide against Tutsi which claimed over a million lives.
About 1.9 million cases were filed under the Gacaca courts within ten years - a milestone achievement that would take about 100 years if they were filed under the conventional courts.
Lumumba compared the judicial results of the Arusha based International criminal tribunal (ICTR) and Gacaca court and found that Gacaca’s results were amazing.

Thank you so much Professor Lumumba for your humble submissions. You listed a couple of African presidents who have solved the problems in their countries: Presidents Paul Kagame and Yoweri Museveni. Much as I would love to agree with you on this, I am not at ease to accept that president Museveni has solved Uganda's problem. A president who openly declares that he is not working for Uganda but rather for himself, his children, and grandchildren should not be counted among true nationalist and problem solvers. I will agree with you on president Kagame.

I think he pointed out Museveni when he was emphasizing how some former leaders were working for the other power or invisible hands (not Africa), Which Museveni was recognized as one of the others who stopped such kinds of leaders in their respective countries (Idi Amin in Uganda) .

"Anything African is not democratic" ....that fact is absolutely true Prof. Lumumba. We are Africans. Why be democratic when we can be tribal, eh? ...."Out of Sudan we now have South Sudan".....I'm from South Sudan, Dinka by tribe, but my heart and mind is global, not tribal. Why? I was once lost and then found alive by Canada so now, I'm a Canadian. 'Africa produces what it does not consume and consumes what it does not produce'. Excellent point. There is that feeling of "cool factor" among African youth that if you wear something made in cooler western places, you are considered cool and "well off" even if you are as poor as a Church mouse. Professor, well done. Our African people need great inspirational speeches like yours. Upumbavu ni ugonjwa inayo itaji dawa njema. Ndugu Boni were talking about you the other day...Professor, wewe ndio Mwalimu ambaye ataweza kufunza daktari ya kesho. Just be you and keep inspiring us, Professor. The representative who talked about the new “common wealth countries” new agenda from GB must take into account that the name itself talks about the GB hidden objective about the wealth of Africa.Whose WEALTH IS COMMON? Is the Africans wealth is also common to GBs? The name should be changed to some other name that represents a common equal,win-win benefits to all of those African countries colonized by GB or to all of Africans and GB. Let us not forget that GB and other countries who colonized Africa became wealthy by Africans and wealth of Africa and still are now.
