Achim Samir Mihail they said operating costs were too expensive. They asked the state for assistance as other states have helped their nuclear industries, but the heavy lobbying of gas and coal power providers, who claimed this was just a bail out and there was still no safe disposal for nuclear waste, won over the politicians.

Unit 2 did 28th March 1979 due to a stuck pilot pressure relief valve which caused a partial meltdown damaging the reactor. TMI 1 was unaffected and still continues to operate although I think TMI 1 is in the process of being decommissioned.

Chernobyl Unit 4 had its meltdown in 1986. Its last reactor (Unit 3) shut down in 2000. Nuclear power plants are extremely resilient, and much of the time even a severe incident in one reactor won't permanently halt operations in others.

I wouldn't say it's because "half the plant is shut down." Unit 1 and Unit 2 are independent power plants located at the same site (Three Mile Island). Unit 1 is still in operation, and Unit 2 suffered the partial core meltdown in 1979. In all honesty, "if it ain't broke, don't fix it." There have surely been upgrades, but the indication is sufficient for all the reactor systems that were built in the 70s. The plant is only licensed to operate into 2034 (although if the energy market has anything to say about it, it could be offline as early as 2019). It will then be decommissioned. There just isn't really a way to justify a control system overhaul that would take the plant offline for a rather long time, given the above situation.

Unit 2 suffered the partial core meltdown in 1979. Unit 1 is still licensed and in operation. There was only a minimal radiation release in 1979 as a result of core damage, so there's no health risk living near, or working at Unit 1.
