I just installed a five wired universal power board in CRT TV, but its voltage is not constant. It keeps fluctuating. What could be the problem? And do I have to remove that paper when I attach it to heat sinker?

No you must attach that insulated paper to heat sink,
and fr the voltage (there is a variable adjuster on the bottom of the module with orange colour) you can adjust voltage accordingly to your requirement
