  • How does Jeffrey Sachs' worldview differ from that of realists like John Mearsheimer? Jeffrey Sachs believes that peace and international cooperation are vital and achievable. And the difference between him and John Mearsheimer is that he believes that in the anarchic relations of governments, tragedy is inevitable. His view is that because there is so much insecurity in an anarchic world, great powers are bound not only to jostle with each other but to struggle for dominance.

      Ironically, Sachs would not get it because he advocates peace. The Nobel Peace prize has become a joke. If even the drone war king Obama could get it, then it would be an insult to Sachs if Sachs got it.

    JM is so aggressive, American style, obsessed with great power politics and US hegemonism, making him a warmonger who cares only about the perpetuation of the US as a global as well as regional hegemon. His American domination mindset leaves no room for peace for the US itself and to the rest of the world. How sad! For that I have lost my repect for him as a "realist."
    By contrast, JS is sensible and has demonstrated an excellent grasp of the reality of China. Above all, he stands for diplomacy and conflict resolution, not war, which is what the world needs.

      You got it wrong. JM makes it clear that he approves of the US policy of containment. He also wants his government to end hostility towards Russia so that the US can put all its resources into fighting China. Perhaps this is hard for you to understand.

      Right about what exactly ? He is so naive. It definitely isn't right that the US intervenes in other countries. But look at it this way. If the US decides to close all their military bases and get out of every country, there will be another world war the very next day. World wars didn't start because of Hitler. It started because countries around the world were competing because they were scared of their neighbors becoming too powerful and conquering them. It is literally a dog fight out there. Any time a country develops, they quickly realize they need resources that other countries possess, so naturally they try to expand and colonize their neighbors. This happened in Europe, Japan, Germany and other countries. JM is 100% right. The world isn't a peaceful place. If you try to be peaceful and don't arm yourself, you can be certain another country will come wipe out your people and take away your resources. What JM is saying may sound cynical but it is based on histories and facts. Jeffrey is so naive thinking if US stop dominating the world, the world will be in peace. Was it the US that caused world wars I and II. I would love peace I'm the world and I would love for the US to stop intervening in other countries, but I still strongly believe for us to avoid another world war 3, there needs to be a super power, playing the role of the cop. And I would rather that super power be US than China or Russia.

Despite being stuck in the West, my family stands with China, even though societal pressure here condemns anyone who sympathizes with nations being bullied. The brazen hatred spouted by mainstream outlets and many self-serving individuals has affected my view of the West and my country.       I respectfully disagree sir! I think Mearsheimer is more profound than people want to accept.
      The reality about the world and human nature is ugly. If you can, you should always secure your survival by your own hand. You can't base your security on the assumption that the other guy is peaceful and he will never attack you because you can never know the intentions. That's the fundamental problem: intentions are unpredictable!

Because they assumed the U.S will let it grow economically by sacrificing their own environment and peoples welfare so they can provide Americans with low cost goods that they can afford because of the off shoring it’s manufacturing jobs. The army of a hegemon is not used to protect its border, it is used to protect territorial markets, extraction point of natural resources, occupy the land of vassals states, occupy the land of defeated opponents and finally, kick out any economic competitors from all the above mentioned territories! That's the job of the military when you are an hegemonic empire.
      Once again, that's why John Mearsheimer is 100% right!! sooner or later, China will have no choice but to project its military to protect the huge network of trade routes necessary to the survival of the Chinese economic model which is based on exports!!!! The Chinese are peaceful people, they don't want to do that, but they will have no choice. That's the only way to protect their trade interests. In fact, China already started by building a military base in Africa in Djibouti on the red Sea!!! They are negotiating another military base in a west African country!!!

    Professor Mearsheimer, why do you take for granted that since the US is the sole hegemon on the planet it is "legetimate" for the US not to let China question its hegemony and try to take their its place? The US hegemony is a self proclaimed title and it is written nowhere else than at the US White House-Pentagon complex that this is a legetimate title. So if concurrently China has the same pretention, it's as legitimate, and it's not the role of the US allies to tell the US: you are, not China the legitimate hegemon. Actually, the rest of the world outside the US and their allies seem to think that, as the contender, China is the one that has the most legitimacy...

    Pakistan and India do not like each other, but because both have Nukes, they don't dare to go to an all out war. The West usually assume that when China stronger, they might change their mind and behave differently. That is the assumption, and could be wrong but if it right then it will be too late. Mr Sachs has a realistic view that : Assume that even when this is the case, no country dare to attack US. China , regardless of any form of government system, has the responsibility to make sure 2 things:
    1/Have enough food so that massive starvation that frequently occurred in the past NOT repeated.
    The Chinese people through out thousand of years, greeting "have you eaten yet?" (instead of "how are you ?"), because they always terrified of starvation. The fact that a person has breakfast or lunch is indeed a good new.
    2/Centuries of humiliation will not be repeated, because if they can not stop being invaded and be occupied, The survival of the population will be threaten again and so mass starvation can come back.
    No dictator of a 1.4 billion nation can start a war when the majority of them, in their DNA, just want to do business and enjoy life. Remember that through out its history, even the strongest dynasties preferred to build a DEFENSIVE wall now know as the "Great Wall of China". Remember there are different thinking among us. Chinese eats with chopstick and share food, not fork and knife and individual plates...

    Prof J Mearsheimer is a geopolitical analyst. Yes, he is an American and therefore sides with his country. However, he was merely explaining why & how USA is containing China. His personal biase is irrelevant; he is stating what the present world state of play is. As an extremely wise person, if he studied Chinese history properly, he should be awared Chinese is quite unlike USA which had an aggressive, genecidal history.

    the title of this is unfortunate. What makes Jeffrey Sachs so good is that he is never out there to destroy anyone. It is simply argument against argument... In this case both gentlemen have a point. Some might prefer Sachs' arguments, others might prefer Mearsheimer's. No one is destroying anyone in this debate. Neither Jeff nor John would like see a debate like this as a "destruction" of the other...

    Both gentlemen have strong and weak points to their arguments, in my opinion. Mearsheimer better describes things as they actually are, while Sachs descends into moralizing and pontificating about how things should be, in his view. Sachs sometimes comes off as bit of dreamer, as if he”s saying, “If only humanity could be noble and wise and peaceful, then the world could be a better place,” and Mearsheimer responds, “Well, they’re not and never have been, so here’s what I think will probably happen going forward.”
    On the other hand, Mearsheimer believes in the superiority of modern femfaglibdem values and, by extension, the spreading of these through hegemony, while Sachs seems to respect other cultures’ values as equal or superior. This in itself shows a clearer head. And finally, to balance out Sachs’ idealism with a bit of dreaming of his own, Mearsheimer’s opinion that the USA should focus on a strategy of containment misses the point that, long term, it is impossible to implement.

    They needed a Marxist political economist or an historian on here to counter Sach's convergence theory. The other view is that there is permanent instability in the system and tendencies towards divergence. Sach's lift all boats view is based on neo-classical economics, which is basec on very controversial philosophical foundations about human and social behaviour that would be dismissed by virtually all psychologists and sociologists. And Sachs is no different. The question that needed to be asked of Sachs is why are we seeing deindustrialisation in the West and growing inequalities if China's rise was good for the vast majority of their populations, including their weakest groups? Winners don't compensate the losers and can't. A large welfare state is not the answer, for reasons Marxism describes well. You also need to know something about China and Japan's rise. This had nothing to do with prescriptions from neo-classical economists. They were not export led (that is easily debunked), even if exports were important in getting foreign currency to acquire foreign technology and essential inputs - but this was part of a state-led import substitution strategy. When both China and Japan 'opened up' they had the foundations of their supply chains necessary to put a permanent import substitution regime in place. (For this you have to read the Sinology and Japanology literature - NOT the neo-classical economics literature.) It is there own domestic markets not dependent on foreign capital that drive their economies, not exports or foreign investment.

    Wrong! They are not really conflicting. Mearsheimer is simply saying that this how our world is, and he is right. Sachs says we have to take action to change the paradigm, and he is right.

    China's growth is a miracle in human history. That is an undeniable reality. We greatly appreciate the US support. But out of fear, the US changed its attitude toward China. The US can't face the fact that China has become strong. The mentality is to suffocate the baby while it is still in the cradle. But how much success has the US achieved over the past twenty years? How much more will the US be able to stop China for the next twenty years? Instead of keeping the hegemony simply by attacking China, the US should think about how to clean its own mess. As an example, Trump is a disgrace to the country. You expect this felony to be the leader of the world? No way! Where there is an action, there is a reaction. Oppression brings about resistance. We need diplomatic dexterity, not nuclear destruction. We need faith in peace, not a military juggernaut. Above all, we need wisdom.

    I'm surprised that John Mearsheimer does not know this...
    For most of the last 2,000 years, China was the regional hegemon in Asia. China had a tributary system that dominated foreign relations with its neighbors.
    And yet, China never expanded its empire through territorial conquest like the Mongol Empire did. The Mongol Empire stretched all the way to Europe.
    Even when Zheng He, during the Ming Empire, led his fleet of 300 ships all the way to the East coast of Africa, he conquered no territory. His mission was diplomatic.
    So there is no precedent for China to behave like the United States or Great Britain or France.

      Is America a democracy or oligarchy moneyocracy? The fundamental systemic differences between USA and China are:
      1 There's no slaughter, loot and genocide against natives and ethnic minorities in China, the 'I Can't Breathe' incident never happened in China.
      2. There's no forced labouring,, no child pornography, not even a forced tipping in China.
      3. The US per capita income is 6.4 times ahead of China's, why we see the homeless everywhere on street in the US but couldn't find such scene anywhere in China?
      4. China does not allow 1% of the population to own more than 95% of the population's total wealth.
      5. China does not allow its people to die in mass shootings, let alone let school children get massacred by guns.

      10. China has never sought to dominate the world, nor deprived any country (region) of its right of development. On the contrary, China shares development and prosperity with all trading partners.
      11. China will never do anything to weaken or eliminate an opponent in order to win. Instead, China is focused on bettering itself.
      12. China never fires missiles at wandering balloons, but heavily invests in better infrastructures so Chinese people can enjoy better life, safety and health.
      13. China advocates and practices in 'Unite and Prosper', the US pursues and believes in 'Divide and Rule', one is constructive and one is destructive.
      14. China always follows Confucius philosophy 'Seek common interest and reserve difference', the US prefers 'Either at the table or on the menu (Blinken)'.
      15. Chinese Communist Party members never act as brokers for the military industrial complex in abroad.
      16. China walks the talk with a moral compass, the US talks the walk without any moral compass.
      Conclusion: China's system truly reflects 'of the people, by the people, for the people', the US system betrayed Abraham Lincoln's idea, it truly manifested 'of the 1% people, by the 1% people, for the 1% people'.

      The problem with you logic is that economic relationship will end in good term on both side, but that's not always happening in international politics. Even in the age of globalization, different state had different interest and different ideology or way of life, hence they will used any mean available (including power politics approach) to gaining what they want, even it will cost good relations with other state.     John is in error. His background in a New York public school where it appears might is right is totally different to a long tradition of education in China where virtue, respect and obedience to parents, and education is of primary motivation - being a successful footballer or supreme in any sport, being physically number one is the objective of many in higher education in the United States. America has minimum understanding of Chinese values and the basis and structure of its general educational system. Mr Mearsheimer must reassess his views on Chinese hegemon, of course he is correct in many ways of how Powerful countries behave but China has no expansion of foreign territories on its agenda, no ambitions to over throw any government of a sovereign state, China is not trying to impose it's system of government on other countries, it has virtually no military bases in other countries, it does not want to be an imperial power. Mr Mearsheimer China is different in so many ways to Western ideas of how Powerful countries behave that, with respect, highly intelligent people such as yourself have difficulty in accepting China is not a military threat to the world unless you make it so.

    Excellently put by Prof Sachs of the position argued by Prof Mearsheimer ie that the theory is actually a clear explanation of the US foreign policy of hegemonic and power projection. I would add that the current issues in East China, South China and Taiwan being pursued by China are relatively recent historical grievances that China had suffered. China does not have any historical grievances with the US but with the policy being pursued by the US, that in the future may very well become a historical grievance for China against the US. If anyone should fear China if she becomes a hegemonic power it should be Russia because China had also suffered previously under Russian power. I would also add that China is unlikely to behave like the US as she would loose all credibility with the global south nations. I also like Prof Sachs’ argument that there is more than enough creativity and critical thinking in the US to pursue a policy that does not lead to Armageddon.

    I appreciate Jeffrey Sach’s well thought-out position on this - the most important topic on the planet. For a question that determines whether or not we as humans actually survive this issue gets very little attention. But since it is the most existential issue for everyone on the planet - can we just agree that a little caution and as JS states a little prudence goes a long way? As they say good fences make good neighbours, and JS points out that the Pacific Ocean acts as a bit of a buffer zone, and that is a very good thing. We don’t have to be in each other’s face 24/7. This meddling / containment / interventionalist approach where one country goes around the world telling every other country what they can and cannot do, installing almost 1000 military bases around the world may be a deterrence in the short term but escalation is as inevitable as death and taxes. Refusing to consider the positions, needs and aspirations of other countries; actively stepping in to say no - we have a better idea for your country is the height of arrogance.That approach/ policy will not succeed and survive forever. Imagine what could be done at home to improve one’s own country with the resources that are needed but are sent to the far corners of the world to try to maintain this hegemony. Plus the efforts made to try to stunt the growth of anyone we imagine who might be starting to get strong as well and present problems in the future. JS is such a brilliant analyst - he recognizes that it is possible for other countries to prosper without being threatening and all these efforts at containment are very risky. And in a world where many countries have nuclear capabilities taking risks and assuming that the noise you hear is just sabre rattling is not wise

    A bully does not succeed by playing nice. If you think he has your best interest at heart you will eventually find him a false friend.
