Sadly very hard to get without it taking damage. It should spawn near those little hospitals (Dispensiario? (i think it's called that in Wildlands))

Does it spawn anywhere? Or only in convoys? The Via B gas truck spawns in Libertad, the Comms truck spawns in some Unidad bases

You can only get it in convoys
I got it in good condition by sync shotting the driver

Nvm there is a way, not sure if it is 100% effective, but you can get convoy vehicles without the cover by doing convoy missions in provinces with lower difficulty
