If you're thinking of something you want to draw the first step is to find refrence. Having trouble thinking of what to draw? Sometimes stop thinking and just draw helps me.
Also, small tip to make your character more recognizable, if you’re not going for it to be humanoid, try to give it a unique shape/silhouette I like to do this whenever I draw monsters, it also can be useful if it’s a horror series because then the viewer will be easily be able to recognize the shadow or a distant shape of the monster without thinking it’s something else
Character design of Team Fortress 2 characters are very geniusly made Their unique face models and a cartoony aesthetic and bright colour scheme. It made these characters recognizable.

When i make characters i like to first think of what theyre meant to be. Are they a guiding mentor or just a random carpenter? This lets me keep their design linked to a single major theme but everyone has their own style to making characters

Very average creativity, try coming up with a cool character in your head with an awesome design and backstory, it's really easy, doesn't take more than a minute. It's more-so the drawing process itself that's impressive.
Sometimes when i have art block or mental breakdown i just doodle the most stupid messy ideas i can think of just to make my self laugh at it (it always works)
All of these steps sound simple but it actually opened my eyes and now I'm actually able to see all these different things I was having trouble with before.
