The only reason that cops ask for ID is to enable them to check for any wants or warrants. If they fail to get ID, then they will run the license plate of the car to find out who the registered owner is and then check the registered owner for wants or warrants.
When you know your rights and done nothing wrong what can they say or do. If they want to fight you, fight them in court before a jury, not on the side of the road.

Because Police qualified immunity can be challenged if they knowingly break the law or are informed of the law before breaking it. In order to continue, he'd need a higher authority to have him do it. That way he could claim, he was following legal council or orders... which would put the higher ups at fault civilly.
