Shiva is known as the Great Neutralizer, Absorber, Dissolver, Destroyer. He stops, dissolves time, space, the whole universe. Even death itself is destroyed by Him. So He is called Hara, the Absorber, the Stopper. So when we say Hara Hara, we call out to the Great Shiva. In a sense pleading with him to stop, dissolve and absorb all the pain and suffering in us.
Mahadeva is sanskrit for 'Lord of the Lords'. The Dissolver of all creation and Dissolver of the Creator himself.
