Yep, there's Abode Flash CS6 - It's one I made an animation of this sort.
There are some excellent tutorials here on RUclips about learning how to make animation as an absolute beginner (like me).
One thing though, its really a lot of work, but you will enjoy the sweat for the effort you're putting in, since every step of progress is fascinating.
