And yes, this is my personal opinion, so if you disagree, you can write your opinion in the comments. Due to the fact that there are too many characters, I can be wrong somewhere. I did not include characters from Boruto in this top. Enjoy the video:)

Tsunade is highly underrated. Because pain destroyed village when tsunade was hokage. But remember she shared her chakura with entire village . It was just pain was way strong because of his secret and surprise attack

Hagoromo 2 eyed rinnegan is out of ordinary its a kekkei mora he can revive anyone from the dead and summon souls from the pure land can give anyone potential release (he can make any Uchiha unlock rinnegan) he can literally use planetary devastation as big as the moon (well basically they made the moon).
To bad we didn’t get to see madaras full potential cuz he had the Sharinegan and god knows what abalties he gains from that since it seemed like kaguya was using her sharingan to transports to differ demisnons
I like to add that it was base rinnegan hagoromo that sealed a much stronger Verison of Kaguya with his brother. JJ Hagoromo should be the strongest character

I don't hate the list, I just want more explanation on your ranking choice. When we say Naruto scaling, its about: Knowledge; Cunning; Utility; Tactics; Instinct; Brute Strength; Speed; Endurance. Not who kills who, rather who is more capable on average. When you're a glass cannon, assassination tactics are OP. When you're an assassin, a sensory opponent forces you to engage. When you're super fast, you need endurance to keep up with a strong defense. I'd like a follow up.

The fact that fugaku is pretty low on this list got me tripping, fugaku is as strong as minato but no one knew he had the MS so since everyone thought fugaku is at minato level with the standard sharingan he must be stronger when he uses MS even itachi was sweating when fugaku showed what his MS could do so fugaku should be at epic + level, even if we haven't seen his feats its the fact he was the Uchiha leader and the strongest in the Uchiha clan at the time, he was known as wicked eye and was feared by other Shinobi, he even made itachi sweat and has similar feats as minato in the war so u could say they round the similar level, he awkward the MS in the war so since he has MS he might be even stronger than minato, we know he was stronger enough to be hokage

She got a little power-up after releasing the charka seal on her forehead but that's it. Her fighting experience is trash compared to the others.

Being honest theres a slight gap between Mei and Sakura but doesnt change the fact that Sakura is still stronger (to be specific the one with byakugo seal and hundred healings technique) as its hinted that she surpassed Tsunade. don't get me started on that fodder Hidan, Sakura slaps the shit out of him and far outclasses. 1 tails Naruto and Curse Mode v2 Sasuke could arguably tag team Hidan mid-high diff.

Healing technique only useful when your enemy just stand there and wait for you to heal yourself. Remember the bell test with Kakashi? She couldn't land a single hit on him. Hidan on the other hand can fight on par with Kakashi (taijusu only). Not to mention that guy is immortal so even if Sakura could hit him he wouldn't die. He only need one drop of blood and Sakura is done.
Mei is a kage. She can fight against Madara's clone while Sakura only punch a couple of white Zetsu. Her lava style is able to melt an incomplete Susanoo. Sakura doesn't have anything to defend against that.

The bell test is A LOT different, Sakura couldn't land a hit on Kakashi because she was 100x weaker during that time and Sakura's speed & power etc was amped drastically during the WA, you're making the assumption that she hasn't grown stronger and that her feats stay the same. Do you have any good scaling for Madara's wood release clones? it seems like all Kage could take multiple of them on, even with Susanoo. She wasn't only fighting White Zetsu? She was up against Ten Tail clones who she absolutely annihilated, there weren't any other good opponents that she could fight due to Kishimoto's bad writing.
