actually, in chinese and japanese folklore, the phoenix represents fire (which is the true shape of kurei's flame). dragons represent the power of nature and wood.
and if you read the manga, you will find that kurei was the true flame master, recca was never meant to be one.

i forgot that he was a ninja (Kaurai). i am like " Why is he using shadow clones and ninja stars?" then i remembered he was down with the Hokage. man that flame power is a little wild for him. thanks for putting up such a good series.
