Well no, it doesn't get stronger by itself. He has to train with it and Deku was the only one having this much difficulty handling OFA, so him doubting is fair.

Manga Deku literally has 100% OFA that’s now higher than when All might had it, on top of that he has Fa Jin which means he far surpasses All Might’s strength and speed, on top of having 5 other quirks which are all incredibly powerful as well.
In the manga he is cause he has unlocked five of the past user quirks and on top of that one for all is stronger than when allmight had since it grows in power every time it gets passed on so he easily claps the LOV and it’s shown in the manga that he beat the whole class of 1-A while barely being able to stand straight and being on the defense the whole time so imagine him fully healthy and with all the quirks at 100%
