He said it in "Rebel of the Underground" he was repping Oak town. He was and could of became a point of unity because he had a lot of New York in him but beefs and the media (mostly the media) trying to make him a point of division, but true Pac fans know that's bull. I love that Pac came from like 3 blocks away from where I live in East Harlem but I can't claim him as a New York rapper. Teens years are important years to a person, and he started rapping in the Bay/Oakland area. People just want try to use that he lived in multiple places to knock him. It make's no sense.
