Here is why - If I simply added power levels of 2 characters when they fight together, that won't make sense, since teamwork depends on multiple casses. While law and kid have good teamwork due to each other covering weakness of other one, if team like Jinbei and crocodile was formed that won't be very effective. Since Jinbei himself is going to make crocodile Weaker. - Someone who's 100 times stronger than normal soilder isn't going to get beaten by 100 normal soilders, since none of them possibility can harm him. So to fix this issue, when 2 or more characters fight together, they were treated as different character based on how strong opponent they can defet together.
Law in punk hazard is underated as hell,he cut the entire island in half and also cut a full haki coated verge.Punk hazard has some of h th e best feats from law till this day
