Yes, it's in A minor. C key it's referring to a concert key instrument, like piano, flute or violin. Instead of a transposing instrument like saxophone, that can be in Bb key or Eb key

It's the ii/V7 it makes a ii-V-I to E7 which then resolves to Am7
