Train Action at CP293 in Solvay, NY

Various trains pass under the WIllis Ave. bridge in Solvay, NY (at the West end of Syracuse) including a westbound CSX intermodal, eastbound Amtrak, a short Finger Lakes Railway freight consisting of two covered hoppers being pushed by a GE B23-7, and finally a westbound manifest with CSX and NS power. Does the Fingerlakes railroad run on any signalled territory? do they interchange with NS/CSX at their Solvay yard or do they travel over to DeWitt yard?
