One is a four inch buffing wheel with felt/ wool type material. It's available in hardware stores where they sell portable hand drills. Second one is just home made cloth wheel made out of thick cotton cloth like used jeans. Cut cloth into four inch round shapes. Put 15-20 of them one on top of each other and make a hole in the centre. Use a bolt with two spacers/ washers and two nuts. Put the round cloth stack through bolt and tighten the stack between washers using nuts. You can use this as a finishing wheel on your hand drill. Hope it helps.
