Because their english is just like Spanish language proficiency of most Filipinos. Speaking english to the Indonesian people is like you speak Spanish only to the poorer Filipino masses.
Thing is, they have a large workforce, which counts a lot. I studied there, and they aren't fluent like at all, but they can converse. That's probably what this counts.

I was in Paris in September, taking the train to Lourdes. First, encounter was not pleasant, trying to find seats . We were told could sit anywhere, not realising seats were numbered. Encounter with people who had those seats booked was not nice.They were rude and language barrier. Second encounter in Lourdes in a store asking the sales girl if they carried an item, got a disgusted shrug of the shoulder. Not looking good to me for France being receptive to me speaking English.😢

Very recently John Brittas, an MP from Kerala wrote a letter in English to a Central Minister. The Sanghi Minister, who is an illiterate in English, replied in Hindi. Even the MPs from TN wud retaliate in Tamil for the Hindi letters from the Central ministers.
