    In the Philippines, people are using English language in educational system from primary, intermediate, secondary, to collegiate education. 80% of school books are printed in English, while the rest are printed in Tagalog or Pilipino (Filipino) and several dialects.

    I don't believe this? Philippines is lower than Indonesia? As far as i know Indonesian people only knows to speak English when they study college. I have many Indonesian friends doesn't know how to speak English. So how come? Did you research well?

    I think the figure is not really correct because almost all Filipinos can speak English. In the Visayas region almost all people here can speak fluently in English than our own national language which is Filipino.

      Because their english is just like Spanish language proficiency of most Filipinos. Speaking english to the Indonesian people is like you speak Spanish only to the poorer Filipino masses.

      Thing is, they have a large workforce, which counts a lot. I studied there, and they aren't fluent like at all, but they can converse. That's probably what this counts.

      Just read the title. It is based on facts.
      If it will be by percentage, most top 10 countries will be less than 10m proficient English speakers such as Singapore, Sweden, Denmark, Finland. Austria, purtugal, Norway.

    Indonesia has a total population of 277 million in which 31% only speaks English which is equivalent to 86 million English speakers. The Philippines however, has a total population of 110 million in which 58% speaks English or about 64 million English speakers which the numberv is still lower than that of Indonesia which to me is just fair enough.

    I was in Paris in September, taking the train to Lourdes. First, encounter was not pleasant, trying to find seats . We were told could sit anywhere, not realising seats were numbered. Encounter with people who had those seats booked was not nice.They were rude and language barrier. Second encounter in Lourdes in a store asking the sales girl if they carried an item, got a disgusted shrug of the shoulder. Not looking good to me for France being receptive to me speaking English.😢

    It's notable which countries were excluded from this list. Of course this is because of their small overall populations, not because of any general lack of proficiency in the English language, which per capita exceeds that of many countries on the list. I'm thinking firstly of Ireland, New Zealand, Singapore, Malaysia and South Africa.

    I’ve been to Indonesia several times, i’m amazed that they speak english more than the Philippines. I learned Bahasa Indonesia so that i can communicate with them cause i worked as a vocalist for a Phil. band in 5 star hotels In Jakarta. Have to learn the language. Just saying.

Indonesia has a significantly larger population than the Philippines, so even with a lower percentage of fluent speakers, the total number might still appear higher in estimates.     Very recently John Brittas, an MP from Kerala wrote a letter in English to a Central Minister. The Sanghi Minister, who is an illiterate in English, replied in Hindi. Tho' the Kerala MP is fluent in Hindi, he was annoyed at receiving the reply in the native North Indian language. The MP surprised everyone by replying in his mother tongue Malayalam. Even the MPs from TN wud retaliate in Tamil for the Hindi letters from the Central ministers.
