I don't know for sure that Wells drew on it, but this book does contain the theme of world wars causing a collapse of civilization just like Things to Come. This theme was very much a part of a lot of Wells’ books, including The Time Machine.

Correct me if I'm wrong... but wasn't this Novel one of the works of Wells that influenced his Epic Film 'Things To Come'???
