This is managed by the o.s,if you work for an organization there are probably some policies set up on it.Instead,if you have rights on the o.s you'll can set up this as you want.
When he mentions IT Staff, it means no need for deskside IT support. There is no use for a physical technician to come and troubleshoot your computer. The IT staff transitions to remote support and can help you no matter where you are. Your "IT Staff" is now centralized for remote support.
