Crocalor cannot learn a fighting type move from Level Up, Egg Moves, or TM. With Ambipom however, it can learn Water Pulse and Mud-Slap by TM if it has a trainer which it does not in this situation. So what are we left with? An Ambipom that has a 100 base attack and 115 base speed. Crocalor has a 90 base special attack. Now most fire-type moves are special minus a couple of them but this won’t be enough to save Crocalor. Making Ambipom our winner! (Why did I do this? It’s 3 am and I can’t sleep why do you think I’m here? Also, I’m not the best at the games so I'm sorry if I may have gotten something wrong. As someone who collects Pokémon cards this pains me as a few of those cards were worth a decent amount of money and some are extremely hard to pull off
