Sailor Cosmos is a little more complicated. She's the final normal of Usagi. Even past Neo Queen Serenity. But I'm not sure if she only exist in the Chaos future where everyone but Usagi has died, or that Sailor Cosmos will be what Usagi "evolves" into regardless of the timeline.
@EternalMoonAngel55 its very intresting to read how other people interpret the final act. She kind of leaves it up to our imagination. I do know what scene your talking about but I didnt get that explanation out of it. thanks!!
