This just means that the manufacturers get a % of the profits on the machine in exchange for providing the machine and installation. This does speed up new games coming in and if a game is underperforming (people not playing), they have the option to swap it out for another title.

For class 2/bingo machines, do they typically have the same payout %s as random class 3 machines? Or are they better/worse?
In the case of Winstar and many casinos, the class 2 bingo has a higher payback % over class 3.

They aren't - they are meant to "feel" like Class 2 and the line is getting more and more blurred as they develop new ones.
