I think why they think were goats, is because they impacted everyone historically through music and real life. Especially during that time when cops, racists, and etc were poppin. Pac was one of the only ppl who wasnt afraid of what he was saying and doing, and didnt gaf what anyone had to say about it, including the government. He was trying to put truth out and put reality into music from is pov. Not good at explaining stuff like this, but hopefully you get the idea. I consider him a historical figure in music.
