At Ben Thanh Market, the "fixed price" areas are owned and operared by the government. Hence why they have the signs up so people know not to bargain. Move further into the market, and everything is up for haggling.
thank you for clarifying, i was scared when i accidentally said 'scam price'. i feel 300,000vnd for a vietnamese dress a little overpriced but i feel 150-200k is reasonable.
i am curious, do locals come to this market for 'shopping'? i feel mostly are tourist. Do you have any markets in saigon that locals go to that you can recommend? :D
