U need to buy all the expanding plots.To build on the roof,u need to buy one of the final plots which allows u to build a second story.Keep in mind that plot is 8000 bucks.I have now got it. If u can't soom out or in u have to press ''i'' (zoom in) ''o'' (zoom out) I have that also u can get that if u cook. Like this comment so Seniac knows how u need to zoom in or out if it is stuck!

Seniac u should make a restaurant where the downstairs is the kitchen all of it with stairs somewhere and upstairs for everyone to go to there seat which will be upstairs also with the extra workers pass
when you click the camera mode {without the body walking while build mode} you press the second floor button or whatever its called, you can place a real floor, not the roofs lol, bc if you add the roofs you cant do the walls. even the things your putting. a real floor is free not the roofs, hope you understand people! just teaching how its really done, :)
