first you need a good base, then color it and draw "gree, line" of you can, don't fonget to always have copy of your base, it's really important!
then draw with curve tool on the green line base, when you have finish copy pastle it on an other base and adust it, then color the hair,when it's done
open SAI add gradiant to the eyes/ wing or whatever and add a backgound, you can also add outline on layer section
