Looks just like my Boy Scout knife - 1974 is when I got mine. I can't remember how I lost the bail on mine. I remember bail rivet wearing a good bit of my hide off my palm while whittling with it on a campout. I lost my Cub Scout knife because I insisted on carrying it on the Cub Scout belt clip and the bail failed. It is possible the memory of that heartbreak and the tender paw inspired me to remove it. There is some etching that is barely legible on my blade that reads "Official Knife, Boy Scouts of America" with the BSA symbol - Fluer de Lis with the American Eagle overlay - like the badge on the scale is centered between the words. Nice find.
My Ulster has the same problem with the main blade and the punch too. Small price to pay for an American classic. Look for older knives by Pal Cutlery. They are a lower price point then Case and Queen. Pal made some nice knives, Campers included
Auto motive paint store is where you'll find the sandpaper some 0000 steel wool and a popsicle stick will get you in the bladewell,mineral oil or wd40 will help
It is a Boy Scout shield, and it is a real nice example ,the main spear looks as if it was never sharpened or very minimally, that would be a good one to take your time on and do a thorough clean up on and hit with some wet dry sandpaper 320 600 1200 1500 2000 then polish with a dremel, you could have a very nice show piece, iknow ghats not always your style but that's a worthy piece,like to see how it came out
