That's not needed. All the cc for the build should be in the cc.package file. The cc links are only if you didn't want to download the build, but you still wanted to download specific cc items.
For this build, I used Sunset Valley. However, I alternate between most of the other Sims 3 provided worlds like Bridgeport, Twinbrook, and Moonlight Falls. I don't use any custom worlds for my speed builds, but I use Alpine County, Mayfield Springs, Saffron Bay, and Willapa Valley in my own time.
